Speaker Bio:

Mark P. Millspaugh, P.E. is the president of Sterling Environmental Engineering, P.C., a consulting firm located in Latham, NY.  He is a graduate of RPI with  Bachelor Degree and Master of Engineering Degree in Environmental Engineering.  For much of the last 40 years he has focused on solid waste management, permitting, landfill design and beneficial use of solid wastes.  STERLING has managed more than 30 landfill closure projects many of which utilized alternative construction materials derived from waste. Mr. Millspaugh has also served as a litigation and enforcement expert concerning solid waste management and compliance.
